Joyce Winstead Waters
Joyce Winstead Waters, 74, of Raleigh, passed away on Wednesday, October 8, 2025. Joyce was born on October 22, 1950, in Nash County, North Carolina, to the late Joseph Winstead and Nolia W. Davis. She was a graduate of Northern Nash High School.
In addition to her parents and brother, Joseph Douglas, Joyce was preceded in death by her husband of 55 years, George Maynard Waters.
Joyce is survived by her son Alan G. Waters and wife Chrissy, granddaughter Abigail Waters, and grandson Dylan Waters of Garner, NC.
Joyce retired after 40 years of service from North Carolina Joint Underwriting Association. She enjoyed working in the yard with her flowers, baking, sewing and spending time with friends and family. She was a faithful member of St. Mark’s UMC for 50 years.
A funeral service will be held on Monday, October 13, 2025, at St. Mark's United Methodist Church, 4801 Six Forks Road, Raleigh, NC 27609. The family will receive friends one hour prior to the service. A graveside service will be held the same day at 2pm at Rocky Mount Memorial Park, 4454 Dortches Blvd, Rocky Mount, NC 27804.
In lieu of flowers a contribution can be made to the Parkinson’s Foundation.

Joyce, I shall never forget you! When I was a wide eyed new hire @ NCJUA you were patient with me, never made my questions feel silly or made me to feel like I was in the wrong business, lol, although many times I sure did! You gave me a bunch of day lilies, from your mom's yard, over 14 years ago...they bloom in abundance to this day and I will always remember you when I enjoy their beauty. You were a treasure to our NCJUA organization -- a wealth of knowledge and a sweet spirit. Rest in peace dear lady.

Mrs. Waters trained me when I began working at NCJUA / NCIUA. I have now been at the Association for 25 years, thanks to her. She was always so kind and a wealth of knowledge. I remember her sweet laugh and beautiful smile. And I remember her telling me about a story of her having some kind of art her son drew or made when he was a child that she did something or another with and how much she enjoyed the art. And she sure loved her grandchildren...I wish may blessings to her family during this difficult time.

I remember when Joyce & George married over 55 years ago. They complimented each other through the years and shared their life together with commitment, devotion and love. Joyce was always smiling with twinkling eyes and laughing at everything. She was good spirited, energetic, confident, fun to be around and always living to family & friends. She fought a good fight and will be missed.
